Phoenix Wishwing: the ash across four expansions, step by step

The Phoenix Wishwing asks for phoenix ash from four corners of the game and one ember that only drops while Cataclysm Timewalking is running. The gathering is several evenings; the ember is the part that can take weeks, because you wait for the rotation. Check when Cataclysm Timewalking is next up before you start.

Before you start

Zektar has to be in Spires of Arak. He appears once you have done that zone’s story up to The High Ravenspeaker.
Keep the talisman in your bags, not the bank. Tarjin only offers the final quest while it is on you.
The final quest can be done once per character.

What the guides disagree on

Where the Ash Feathers appear. One guide says they spawn near you every few seconds while the amulet is active, best on the platform above the Obsidian Throne; another that they can appear anywhere in the world; Warcraft Wiki that they drop from molten phoenixes near the Obsidian Citadel. Use the amulet by the Obsidian Throne and watch around you.
