Which WoW Forever pack do you actually need

The trap: the $29.99 pack unlocks the Skyborne and does not get you into the beta. If you are buying this week to play on Thursday, the Heroic Pack is the wrong one, and it is the one whose name sounds like the entry point.

Plus cosmetics at every tier — mounts, transmog sets, a toy, pets, tabards, housing and figurine decor — which are not worth choosing a tier over.
What you need, by what you want
Playing on Thursday → Epic, $59.99. Nothing cheaper opens the beta.
Playing at launch on 4 November, and you want to be a Skyborne → Heroic, $29.99, and you can decide later.
Playing at launch and you do not care about the new race → buy nothing. Forever is included with a standard subscription.
You already own Warcraft III: Reforged → the Collection’s $20 premium over Epic is Reforged plus the Forsaken Kingdom expansion and a figurine. If you have Reforged, that gap is one expansion and a cosmetic.
Two things worth knowing before you spend
A subscription is still required. The packs are upgrades, not the game. Forever needs an active WoW subscription or game time beyond the 30 days bundled into Epic and Collection. If your sub is lapsed, the real cost of playing on Thursday is $59.99 plus whatever the 30 included days do not cover.
A playable race is behind a paywall, and so is a zone. The Skyborne unlock also gates the Zephras Isle starting experience — one of the four new zones, the 1–12 bracket. That is not a cosmetic being sold; it is content. Whether that bothers you is your call, but it is worth making the call knowingly rather than discovering it at character creation.
What we are not sure of
The beta end date. Blizzard’s own roadmap coverage gives 22 October; the edition listings give 21 October. One day, and nobody has reconciled it. The start date is firm: 17 September.
Beta is capped at level 30, so whatever you buy access to, you are buying access to the first third of the game.
